TITLE OF BILL:
An act to amend the executive law, in relation to providing technical
assistance to any municipality that has had a college or university
close within such municipality
 
PURPOSE OR GENERAL. IDEA OF BILL:
To provide more support and technical assistance from the state to muni-
cipalities experiencing college closures.
 
SUMMARY OF PROVISIONS:
Section 1. Amends the Executive Law to require the departments of state,
economic development, and education to provide technical assistance upon
the request of a municipality experiencing a college closure to address
issues related to such transition.
Section 2. Provides the effective date.
 
JUSTIFICATION:
College closures can devastate communities they are in as the economic
ties between the two can be very interdependent. Many communities in New
York State are home to colleges that generate significant revenue for
those communities, and in many cases, those communities heavily rely on
that revenue to function. Unfortunately, there are instances in which
colleges have closed and left communities without a plan to mitigate the
fiscal impact that inevitably accompanies closures.
Therefore, this bill is being introduced to ensure communities are
provided state assistance in the unfortunate event of a college closure.
Specifically, upon request, a community will be able to gain access to
expertise in planning, economic development, and more to develop a stra-
tegy to address the closure of a local college.
