  TITLE OF BILL: An act to amend the education law, in relation to designating the first Friday in February as the "New York statewide school day to help people in need"   PURPOSE OR GENERAL IDEA OF BILL: This calendar designation for the 1st Friday and February offer school communities around the state the volitional opportunity to implement a local action project to assist people in need in their own immediate community.   SUMMARY OF PROVISIONS: This bill will add a new section to Education Law 3204 that will declare the first Friday in February to be known as the "New York statewide school day to help people in need." This declared holiday will not alter regular and routine instructional schedules or session days.   DIFFERENCE BETWEEN ORIGINAL AND AMENDED VERSION (IF APPLICABLE): Click here to enter text.   JUSTIFICATION: The Kenmore-Town of Tonawanda and Clarence school district communities have voluntarily sponsored programs for raising awareness and resources to assist families facing food and economic insecurities in their own communities. Since 1988, the Ken-Ton Educators Totally Committed have raised over 1 million dollars along with food, cloths, and small furni- ture items that support people in their immediate community. This newly declared statewide holiday will draw attention for all school districts to consider their own voluntary relief action projects to assist people in need.   PRIOR LEGISLATIVE HISTORY: Click here to enter text.   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: No cost to state, municipal or school districts.   EFFECTIVE DATE: Take effect on the first of July next succeeding the date on which it shall become law.

        AN  ACT to amend the education law, in relation to designating the first
          Friday in February as the "New  York  statewide  school  day  to  help
          people in need"
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The education law is amended by adding a new section 3204-a
     2  to read as follows:
     3    § 3204-a. New York statewide school day to help people in need;  holi-
     4  day.    The first Friday in February shall be declared a holiday for all
     5  public schools and shall be known as the "New York statewide school  day
     6  to help people in need".
     7    §  2.  Section  3604  of  the education law is amended by adding a new
     8  subdivision 7-a to read as follows:
     9    7-a. Notwithstanding any other provision of law, for purposes  of  any
    10  calculation  under  subdivision  seven  or  eight  of  this section, the
    11  commissioner shall disregard any reduction resulting from the observance
    12  of the New York statewide school day to help people in need holiday and,
    13  if necessary, such observed holiday shall be  calculated  as  a  session
    14  day.
    15    §  3.  This act shall take effect on the first of July next succeeding
    16  the date on which it shall have become a law.
