Enacts the judiciary qualification act; establishes procedures for judicial screening of candidates for the judiciary including the establishment of judicial screening panels; requires candidates for the judiciary to be found well qualified by such panel; provides for filling of vacancies on the Supreme Court; provides for the disqualification of judges by reason of campaign contributions; establishes the New York Judicial Campaign Ethics and Conduct Center and a Commission on Judicial Diversity; provides procedures and screening for the appointment of certain judges in courts of the city of New York; and the preparation and use of ballot pamphlets.
