‘The Gray Area’: End of 2025 Legislative Session – Affordability in Name Only

A statement from Assemblyman Scott Gray (R-Watertown)

While many continue to talk about making New York more affordable, the actions taken throughout this session tell a different story.

We passed A.8888, mandating electric-only hookups for homes and businesses, limiting consumer choice and raising costs. We also passed A.8332, restricting how much revenue local governments can collect from renewable energy projects, leaving homeowners and small businesses to pick up the tab for local services and infrastructure.

Sometimes, the most effective way to keep New York affordable is by not passing bad legislation. On that front, there were small victories—we did not pass the costly HEAT Act or the extended producer responsibility bill now known as PRRIA.

All in all, it was a busy and challenging session. As always, it remains an honor and a privilege to serve the people of St. Lawrence and Jefferson counties.
