Assembly Member Paula Elaine Kay Secures $250,000 to Expand Critical Mental Health Services for At-Risk Girls

Rock Hill, NY – Assembly Member Paula Elaine Kay (D-Rock Hill) has secured a $250,000 line-item continuation in the New York State FY 2026 budget to support EverGreen Meadow Services, Inc., a Rock Hill-based nonprofit that serves girls across New York State who are at risk of self-harm or suicide. The funding helps address multiple acute needs by bringing mental health programs and services into the 100th Assembly District and catering to an underserved, vulnerable population.

The $250,000 secured by Assembly Member Kay is earmarked to sustain and expand EverGreen Meadow’s vital work in the mental health space. The funds will bolster the organization’s hybrid model of care, which includes both in-person and virtual therapeutic programming for girls and their families navigating mental health crises. The funding is part of a larger investment in youth-care initiatives statewide.

“As a legislator, parent, and resident of Rock Hill, I’m proud to have fought for this critical funding,” said Assembly Member Kay. “The young people this organization serves are among the most vulnerable in our state, and the timely, compassionate care EverGreen Meadow Services provides will help reduce the shortage of mental health services in our district.”

Emergency department visits for self-harm among children and adolescents have climbed at alarming rates in recent years, and suicide remains one of the leading causes of death for youth aged 10 to 24. EverGreen Meadow Services fills a critical gap in care by offering early intervention, crisis support, and family-inclusive treatment options aimed at breaking cycles of trauma.

“This $250,000 ensures we can keep saying ‘yes’ when a girl or family reaches out for help,” said Adrienne Jensen, Executive Director of EverGreen Meadow Services.“Every call we answer, every program we deliver—it all means more hope for the next generation.”

EverGreen Meadow Services is also in the process of launching EverGreen Meadow Academy, a residential treatment school for middle school girls in Sullivan County. Last year, the organization received $1.9 million through a grant announced by Governor Kathy Hochul to support the pre-development phase of the Academy. Assembly Member Kay’s budget allocation builds on that momentum by investing directly in ongoing services that bridge the gap between community-based support and residential care.
