  TITLE OF BILL: An act to amend the executive law, in relation to establishing an online registry of businesses conducting electronic commerce in New York state   PURPOSE OR GENERAL IDEA OF BILL: An act to amend the executive law, in relation to establishing an online registry of businesses conducting electronic commerce in New York state.   SUMMARY OF PROVISIONS: require all businesses engaged in electronic commerce in New York State to provide the telephone number by which to contact such business for the submission of consumer complaints, and establish an online registry providing such telephone numbers.   DIFFERENCE BETWEEN ORIGINAL AND AMENDED VERSION (IF APPLICABLE): N/A   JUSTIFICATION: This bill relates to requiring businesses to provide to the division of consumer protection a telephone number at which such business may be contacted for the submission of consumers complaints.   PRIOR LEGISLATIVE HISTORY: N/A   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: TBD   EFFECTIVE DATE: This act shall take effect immediately.
