 BILL NUMBER:  A5950

 TITLE OF BILL :  An act to amend the general municipal law, in
relation  to providing additional compensation to certain employees

 PURPOSE OR GENERAL IDEA OF BILL :  To provide additional salary
compensation to New York City Police Officers, who possesses or
utilizes a foreign language in the performance in their duties. This
bill would also ensure an increase of up to fifty dollars in addition
to the base salary for any Police Officer who possess or utilizes a
foreign language in performance of their duties.

 SUMMARY OF SPECIFIC PROVISIONS :  To amend section one of the
administration code of the city of New York requiring additional
salary compensation of a cash amount up to fifty dollars to any Police
Officer, employed within New York City who speaks one or more foreign
languages in the performance of their official duties.

a) Compensations will be paid to police officers with certain language
skills. The Commissioner will develop a program to be called "Language
Service Program" in order to assure that additional compensation do
not exceed fifty dollars per pay period.

b) The Commissioner will select a director of this program who will
determine the qualifications. The Director's duties will include:
Developing an application process, defining which foreign languages
are eligible for the program, establishing language skills and
proficiency standards which applicants must demonstrate in order to
qualify; inform all members of the department of the program to apply.

c) The person would be selected as a sworn or civilian official,
wherein thirty percent or more of their assignment would involve
directly with the general public. These positions would include,
patrol officers, police communication dispatchers, investigators,
detectives and other related positions, as determined by program
director.

 JUSTIFICATION :  With the significant influx of immigrants, this
economic incentive is provided to police officers who speak a foreign
language in order to better serve the citizens of New York City.

 EFFECTIVE DATE :  This act shall take effect on the first of October
next the date on which it shall become law.
