Amends article 2 of the constitution eliminating property qualifications for
voting, providing for appropriate campaign contribution and expenditure limits,
and ensuring merit selection for membership on boards of elections as opposed
to using political party affiliation; requires the availability of absentee
ballots, and in additional cases; provides for voter registration up to the
time of the election; mandates permanent registration.
