Establishes the state commission for the integrity of the criminal justice
system and provides for its powers and duties; such commission shall, upon its
own initiative, investigate, hold hearings, and make findings of fact and
recommendations on any case in which it is reasonably alleged that a person was
wrongfully convicted of an offense in this state.
