LEGISLATIVE ACTION

The Legislature provides an additional $600,000 for the purchase of hand held 
radios for the Bureau of Criminal Investigation staff.  The legislature adds 
$2,700,000 for services and expenses related to the State's administration of 
video lottery gaming and Indian gaming.  An appropriation of $4,200,000 is 
provided in the Division of State Police budget for the cooperative implementation 
with the Department of Law of the Federal Communications Assistance Law 
Enforcement Act (CALEA).

Article VII

The Legislature amends the legislation proposed by the Executive and creates a 
Local Enhanced Wireless 911 Program within the Department of State.  In the first 
year, $20,000,000 is available and $10,000,000 a year thereafter for 
reimbursement of eligible costs incurred by localities providing wireless emergency 
services. The program creates a New York State 911 Board that will be responsible 
for establishing the mandatory standards that wireless public safety answering 
points must abide by to be eligible for funding.  The legislation also funds 
the following: the Division of State Police $25,500,000 annually, the New York 
State Emergency Services Revolving Loan Fund $1,500,000 annually, Homeland 
Security $40,000,000 in State Fiscal Year 2002-03, the Federal Communications 
Assistance Law Enforcement Act (CALEA) $4,200,000 in State Fiscal Year 
2002-03, and the costs associated with the Statewide Wireless Network annually.
