In accordance with the established intent of Article 7, Section 7, of the Constitution of the State of New York, we submit for your consideration The Report of the Fiscal Committees on the Executive Budget for the fiscal year 2002-03.

Set forth in this document are the general and specific findings of the Senate Finance Committee and the Assembly Ways and Means Committee concerning the estimates of proposed financial plans for the overall purposes of the State government which are contained in your Executive Budget for the 2002-03 fiscal year. These proposed disbursements are consistent with estimates of receipts for the 2002-03 State fiscal year. These legislative findings are being submitted to assist you in the administration of the State government.

The Report of the Fiscal Committees on the Executive Budget for the fiscal year 2002-03 has been submitted to the Honorable George E. Pataki, Governor of the State of New York.

This report contains the general and specific findings of the Senate Finance Committee and the Assembly Ways and Means Committee relating to proposed disbursements for the overall purposes of the State government during the 2002-03 fiscal year. These proposed disbursements are consistent with estimates of receipts for the 2002-03 fiscal year. It is legislative intent that these budgetary findings be received as guidelines for administrative application in the new fiscal year.
