   LEGISLATIVE ACTION

The Legislature provides $508,497,600 on an All Funds basis, an increase of 
$5,485,600 to the Executive budget submission. 

Legislative Changes

The Legislature takes the following actions to address the critical need for 
strengthening the chemical abuse prevention and treatment systems that include:

   --   adding $3,361,000 as a workforce recruitment and retention initiative to 
   provide a three percent cost of living adjustment (COLA) for community based 
   prevention and treatment programs, effective December 1, 2002. The COLA will 
   annualize to $10,035,000 in State Fiscal Year 2003-04;

   --   providing $250,000 for grants to Diagnostic and Treatment Centers providing 
   primary health care to chemically dependent persons who are indigent; and

   --   appropriating $1,874,600 to community based prevention and treatment 
   agencies across the State to support the services they provide.
