LEGISLATIVE ACTION

The Legislature appropriates $327,393,735 on an All Funds basis, an 
increase of $64,737,735 from the Executive budget submission.  The increase 
reflects additional funding for two existing Aid to Localities programs, 
$500,000 for the Rural Preservation Program, and $1,500,000 for the 
Neighborhood Preservation Program.  The Legislature also provides $500,000 
for the Long Island Housing Partnership, Inc. for the Homeownership 
Emergency Mortgage Assistance Program.  The Legislature appropriates 
$58,000,000 in federal funds for the Small Cities Community Development 
Block Grant Program.  Finally, the Legislature provides $4,237,735 in 
additional funding for community based programs.

Article VII

The Legislature approves legislation that would raise the Service Contract 
Obligation Revenue (SCOR) bond cap by $175,000,000, a $25,000,000 increase 
over the Executive budget submission, in order to provide the bonding 
authority necessary to finance additional appropriations approved for 
housing capital projects.

The Legislature approves the Executive's proposal that would increase the 
aggregate dollar amount of tax credits available for the State's Low Income 
Housing Tax Credit Program from $2,000,000 to $4,000,000.

The Legislature amends the private housing finance law to raise the 
existing contractual limit for neighborhood preservation companies to 
$1,680,000.

The Legislature amends the private housing finance law to raise the 
existing contractual limit for rural preservation companies to $1,680,000.

The Legislature extends the Loft Law for another two years until May 31, 
2004.

The Legislature provides $100,000 in funding to the Neighborhood Preservation 
Coalition to provide technical assistance and services to Neighborhood 
Preservation Companies.

The Legislature also provides $150,000 in funding to the Rural Housing 
Coalition to provide technical assistance and services to Rural Preservation 
Companies.
