Local Victories In The 131st Assembly District Laudable,
But Budget Still Off Target In Some Areas

The 2014-15 state budget was finalized this week, containing some positive measures for New York State. But overall, the $138 billion spending plan represents a missed opportunity and leaves many mixed emotions. While we acknowledge progress that was made, it is more important to be aware of the areas where the budget fell short and that additional work needs to be done.

Despite significant local victories, the budget still misses the mark on a number of key issues. Unfunded mandates will continue to drive up property taxes until Albany stops forcing costs on localities. Increases in school aid are a good start, but dramatic education cuts - known as the Gap Elimination Adjustment - have not been fully restored. Strong ethics reform and meaningful welfare fraud prevention are, sadly, also missing.

BUDGET OFFERS ECONOMIC WINS FOR FINGER LAKES REGION

Important Finger Lakes projects received needed assistance this year. I am proud to have worked alongside Sen. Mike Nozzolio to win economic relief for the region. As a result of the budget's passage, Seneca County will receive $1.8 million and Cayuga County will get $700,000 to help offset property taxes not collected from the Cayuga Indian Nation.

Local governments will enjoy an additional $40 million in funding for road repairs and $4 million in cuts were restored to libraries, and it is a relief that a portion of that money will go toward improving our community. Further, the $11.8 million increase over last year's school aid in my district is a step in the right direction.

Revitalizing the former Seneca County Army Depot will also help boost the local economy and bring welcome jobs. With an investment of $600,000 in the state budget, it is no coincidence companies like Seneca BioEnergy, the Hillside Children's Center and the Seneca County Law Enforcement Center have chosen to locate there.

Our community is full of wonderful resources, great tourist attractions and hard-working families. By boosting investments in the district we will ensure the future success of the region's residents and businesses. I am certain we will be able to build off of the success of this Enacted Budget and I look forward to doing so with your input.
