SUBJECT:

New York State’s low-cost power programs.

PURPOSE:

To explore New York State’s subsidized, low-cost electric rate programs.

This is the second hearing to examine the various issues related to the State’s low-cost electricity programs. New York State administers several subsidized power programs in order to provide incentives to businesses and not-for-profits to create and retain jobs. The Committees will use this opportunity to gather information on the effectiveness and sustainability of these programs, and the needed duration of any one or all of these offered programs.

There exist a number of various programs and electric rate discount opportunities for various customers in all areas of the state. The hearing will examine the efficacy of low-cost electric programs for large industrial customers, as well as two statewide low-cost power programs that are scheduled to expire this year. The Legislature is also considering a bill that relates to Replacement Power, which is an allocation of low-cost electricity for Western New York from the Niagara Power Project operated by the Power Authority of the State of New York, and another bill that relates to a low-cost power program for the North Country.

Oral testimony will be accepted by invitation only. Ten copies of any prepared testimony should be submitted at the hearing registration desk. The Committees would appreciate advance receipt of prepared statements. Written testimony will also be accepted and may be sent to the contact person listed on the reply form and/or may be submitted at the hearing registration desk.

In order to further publicize these hearings, please inform interested parties and organizations of the Committees’ interest in receiving written testimony from all sources.
