| Directs the New York state energy research and development authority to establish and administer a $250 rebate for the purchase of motor fuel to every current New York state resident who has registered at least one passenger vehicle in his or her name in the past two years; directs the department of motor vehicles to generate a list of all residents of the state of New York who have registered a passenger vehicle in his or her name in the last two years and are current residents of the state of New York. |
