  TITLE OF BILL: An act to amend a chapter of the laws of 2019, relating to directing the study of the future implementation of fifth and future generation wire- less network system technology in the state, in relation to the agencies which shall conduct such study   PURPOSE OR GENERAL IDEA OF BILL: The purpose of this bill is to make technical changes to Chapter 653 of the Laws of 2019.   SUMMARY OF PROVISIONS: This bill adds the Department of Public Service, the Urban Development Corporation, the Division of Homeland Security and Emergency Services, the Division of State Police, and the Division of Military and Naval Affairs to the groups that will partic- ipate in the 5-G implementation study.   JUSTIFICATION: Currently, Internet connectivity and wireless network capacity are no longer luxuries-they are necessities. In New York State, we have more wireless phones and devices than people and in the future, the trend will continue. As technology advances with the Internet of things, where cars, devices and systems will communicate with humans, each other and the network, our current network capacity is truly lacking. The Empire State is anything but empire with regard to our network capacity. We must build out our network to ensure optimal capacity for at least the next two generations of New Yorkers.   PRIOR LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: To Be Determined.   EFFECTIVE DATE: Same date and manner as Chapter 653 of the Law of 2019.
