  TITLE OF BILL: An act to amend the education law, in relation to prohibiting the use of SUNY dormitories for the purposes of providing permanent or temporary housing for migrant populations   PURPOSE OR GENERAL IDEA OF BILL: To prohibit the use of dormitories on campuses of the State University of New York as migrant housing sites.   SUMMARY OF PROVISIONS: Section 1 - Directs the SUNY Board of Trustees to adopt a policy that Section 2 - Provides effective date.   JUSTIFICATION: The emergency at the U.S. Southern Border has left communities through- out New York in crisis. The transfer of migrants upstate has been marred by a total lack of transparency and input from local officials. The movement of migrants by state and New York City officials has strained local safety nets and overrun emergency housing centers. One proposal would see migrants housed at dormitories on campuses oper- ated by the State University of New York. The total lack of transparency throughout the city and state's response to this crisis has already strained local governments and not-for-profit shelters. The placement of migrants on public campuses would only bolster the taxpayers' expense while guaranteeing the placement of a large number of migrants throughout the state with little if any input from local offi- cials and residents.   PRIOR LEGISLATIVE HISTORY: New Bill   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: None to State   EFFECTIVE DATE: This act shall take effect immediately.

        AN ACT to amend the education law, in relation to prohibiting the use of
          SUNY dormitories for the purposes of providing permanent or  temporary
          housing for migrant populations

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Section 355 of the education law is amended by adding a new
     2  subdivision 22 to read as follows:
     3    22. Notwithstanding any law, rule or regulation to the  contrary,  the
     4  state  university  trustees  shall adopt a policy prohibiting the use of
     5  dormitories maintained and operated by a state-operated  campus  of  the
     6  state  university of New York for the purposes of providing permanent or
     7  temporary housing for migrant populations. Nothing in this section shall
     8  be construed to restrict an enrolled student or  member  of  a  campus's
     9  faculty  or  staff  from accessing housing in dormitories maintained and
    10  operated by a state-operated campus of the state university of New York.
    11    § 2. This act shall take effect immediately.
