  TITLE OF BILL: An act to amend the public authorizes law, in relation to prohibiting the New York state environmental facilities corporation from entering into contracts, leases or other agreements with entities that are not compliant with the requirements of article five-A of the general munici- pal law regarding participation by minority- and women-owned businesses   PURPOSE OR GENERAL IDEA OF BILL: To increase the opportunities for minority- and women-owned businesses throughout the State.   SUMMARY OF SPECIFIC PROVISIONS: Section 1. Section 1285 of the public authorities law is amended by adding a new subdivision 9 to read as follows: 9. The corporation shall not enter into contracts, leases or other agreements with entities that are not compliant with the requirements of article five-A of the general municipal law regarding participation by minority- and women-owned businesses.   JUSTIFICATION: The State has committed to a 30% utilization goal for minority- and women-owned businesses for all state agencies. Including public authori- ties will expand opportunities for small businesses and MWBEs as well as opportunities for the State to expand its stated commitment.   PRIOR LEGISLATIVE HISTORY: 2021-22:A06089, referred to corporations, authorities and commissions 2019-20:A1520; referred to corporations, authorities and commissions 2017-18:A7836; referred to corporations, authorities and commissions   FISCAL IMPLICATIONS: None   EFFECTIVE DATE: This act shall take effect on the one hundred eightieth day after it shall have become a law; and shall apply to all contracts, agreements and leases entered into on or after such date.

        AN ACT to amend the public authorizes law, in  relation  to  prohibiting
          the  New York state environmental facilities corporation from entering
          into contracts, leases or other agreements with entities that are  not
          compliant  with  the  requirements  of  article  five-A of the general
          municipal law regarding participation  by  minority-  and  women-owned
          businesses
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Section 1285 of the public authorities law  is  amended  by
     2  adding a new subdivision 9 to read as follows:
     3    9.  The  corporation  shall  not enter into contracts, leases or other
     4  agreements with entities that are not compliant with the requirements of
     5  article five-A of the general municipal law regarding  participation  by
     6  minority- and women-owned businesses.
     7    § 2. This act shall take effect on the one hundred eightieth day after
