Heavy Duty Inspection and Maintenance Program — Emissions Testing

Environmental Facilities Corporation

The New York State Environmental Facilities Corporation (EFC) will provide funding to owners of eligible businesses and municipalities that purchase new emissions testing equipment capable of testing diesel engine emissions.
ELIGIBILITY:Owners of public heavy duty inspection and maintenance stations, other service stations providing emissions tests to the public, and municipalities that purchase new emissions testing equipment capable of testing diesel engine emissions.
FUNDING: $1,000 for each eligible smokemeter purchased by eligible downstate businesses; $2,000 for each eligible smokemeter purchased by municipalities and eligible upstate businesses. There is a maximum of five state assistance payments per applicant.
DEADLINE: December 31, 2002.

Public Program Grants For Libraries and Museums

The National Endowment for the Humanities (NEH)

The National Endowment for the Humanities (NEH) announces public program grants for libraries, museums and special projects. These grants allow institutions to provide the public with opportunities to explore the humanities through activities such as exhibitions, reading and film discussion series, catalogs, lectures, symposia and Web sites. Planning Grants support the development of the project and Implementation Grants support the realization of the project.
Public Program grants support projects that: convey significant humanities ideas to the public, use formats and programs creatively to engage audiences and have regional or national impact, through extending their geographic reach, involving new audiences, or serving as models.
ELIGIBILITY:Any U.S. nonprofit, IRS tax-exempt organization is eligible to apply. State and local government agencies are also eligible. Individuals must have an institutional affiliation.
FUNDING:$40,000 for Planning Grants; $300,000 for Implementation Grants.
DEADLINE: September 16, 2002 for Planning Grants for projects to begin no earlier than April 2003; February 3, 2003 for Implementation Grants for projects to begin no earlier than September 2003.

Substance Abuse Targeted Capacity Expansion Program

Department of Health and Human Services

The Substance Abuse and Mental Health Services Administration (SAMHSA) of the Department of Health and Human Services announces the availability of FY 2003 funds for grants to expand substance abuse treatment capacity in targeted areas of need. The Targeted Capacity Expansion (TCE) program is designed to address gaps in treatment capacity by supporting rapid and strategic responses to demands for alcohol and drug treatment services and/or innovative solutions to unmet needs in communities with serious, emerging substance abuse problems.
ELIGIBILITY: Available only to local governments (cities, towns, counties, and their respective departments and political subdivisions, such as a Department of Health and Human Services); Tribes, Tribal governments, or other federally recognized tribal authorities and organizations.
FUNDING: $28 million in FY 2003 funds.
DEADLINE: September 10, 2002 and January 10 and September 10 thereafter.

Community Participation in Environmental Cleanups

Environmental Protection Agency (EPA)

The Environmental Protection Agency (EPA) announces funding to conduct research to stimulate advances in the science of risk communication so that more effective methods, tools and models can be used to empower communities to participate more effectively in environmental cleanups, especially the cleanup of contaminated sediment sites. Possible projects under this solicitation might include one or more of the following topics: tools to measure community preferences, tools to summarize complex data, methods to extract and utilize community-based knowledge, methods to assess impacts on societal/cultural practices, outreach tools for large geographic sites, and methods to evaluate the effectiveness of community involvement programs.
ELIGIBILITY:Universities and non-profit organizations are eligible.
FUNDING: $100,000 to $500,000 total over a period of one to three years is available.
DEADLINE: September 19, 2002.

Local Flexibility Demonstration Program

Department of Education

The Office of Elementary and Secondary Education is establishing a Local Flexibility Demonstration Program to provide local educational agencies (LEAs) an opportunity to enter into local flexibility demonstration agreements. LEAs will have the flexibility to consolidate certain Federal formula grant funds in order to assist them in meeting the state’s definition of adequate yearly progress and the LEA’s specific measurable goals for improving student achievement and narrowing achievement gaps.
ELIGIBILITY: LEAs in certain states, including New York, that receive formal grant funds from their state educational agency under the Federal programs subject to consolidation may seek Local-Flex authority. There will be no more than three LEAs from any one state.

The Foundation Center, an independent national service organization which disseminates information on foundation grants, offers an on-line service through its Internet site. The Foundation Center’s Electronic Reference Desk allows grant seekers to question an on-line librarian. Grant seekers may also scan the Web site for information about upcoming grant training seminars, funding trends, publications, and locations. The Foundation Center maintains Cooperating Collections of grant resources, including a database of funding organizations on CD-ROM, at libraries throughout the state.
