		  Environmental Facilities Corporation 		
		The New York State Environmental Facilities Corporation (EFC) will provide funding 
		to owners of eligible businesses and municipalities that purchase new emissions 
		testing equipment capable of testing diesel engine emissions.  On the Federal Level... Public Program Grants For Libraries and Museums The National Endowment for the Humanities (NEH) 
		The National Endowment for the Humanities (NEH) announces public program grants for 
		libraries, museums and special projects.  These grants allow institutions to provide 
		the public with opportunities to explore the humanities through activities such as 
		exhibitions, reading and film discussion series, catalogs, lectures, symposia and Web 
		sites.  Planning Grants support the development of the project and Implementation 
		Grants support the realization of the project. 
		  Department of Health and Human Services 
		The Substance Abuse and Mental Health Services Administration (SAMHSA) of the 
		Department of Health and Human Services announces the availability of FY 2003 funds 
		for grants to expand substance abuse treatment capacity in targeted areas of need.  
		The Targeted Capacity Expansion (TCE) program is designed to address gaps in treatment 
		capacity by supporting rapid and strategic responses to demands for alcohol and drug 
		treatment services and/or innovative solutions to unmet needs in communities with 
		serious, emerging substance abuse problems. 
		  Environmental Protection Agency (EPA) 
		The Environmental Protection Agency (EPA) announces funding to conduct research to 
		stimulate advances in the science of risk communication so that more effective methods, 
		tools and models can be used to empower communities to participate more effectively in 
		environmental cleanups, especially the cleanup of contaminated sediment sites. Possible 
		projects under this solicitation might include one or more of the following topics: 
		tools to measure community preferences, tools to summarize complex data, methods to 
		extract and utilize community-based knowledge, methods to assess impacts on 
		societal/cultural practices, outreach tools for large geographic sites, and methods to 
		evaluate the effectiveness of community involvement programs.   
		  Department of Education 
		The Office of Elementary and Secondary Education is establishing a Local Flexibility 
		Demonstration Program to provide local educational agencies (LEAs) an opportunity to 
		enter into local flexibility demonstration agreements.  LEAs will have the flexibility 
		to consolidate certain Federal formula grant funds in order to assist them in meeting 
		the state’s definition of adequate yearly progress and the LEA’s specific measurable 
		goals for improving student achievement and narrowing achievement gaps. | ||||
| Grant Writing Stony Brook 
		The Grantsmanship Center is offering a grant writing class in Stony Brook, September 
		9-13, hosted by Stony Brook University. The five-day program is kept to a maximum of 27
		participants and costs $775 per person, which includes one-year enrollment in the TGCI 
		Membership Program.

		upcoming grant training seminars, funding trends, publications, and locations.  The 
		Foundation Center maintains Cooperating Collections of grant resources, including a 
		database of funding organizations on CD-ROM, at libraries throughout the state.  | ||||
