NOTICE OF PUBLIC HEARING


SUBJECT:

Oversight of the Metropolitan Transportation Authority (MTA).

PURPOSE:

To review the short term and long term fiscal and budgetary issues facing the MTA.

ORAL TESTIMONY WILL BE BY INVITATION ONLY


The combined impacts of the global economic crisis, operating budget shortfalls, a dependence on borrowing to fund increasing capital needs, and years of poor fiscal management have created significant fiscal challenges for the MTA thereby threatening the future viability of mass transit throughout the region. In response, the Governor created and charged the Commission on MTA Financing to review the Authority's financial situation and propose recommendations for actions to address identified funding needs. At the same time, the MTA has released its budget for 2009 which includes measures to address the situation such as service cuts and fare increases.

This hearing will serve as an opportunity to publicly discuss and review the short term and long term fiscal and budgetary issues facing the Authority, and examine the Commission's recently released recommendations and other proposals aimed at addressing the MTA's deteriorating financial situation.

Persons invited to present pertinent testimony to the Committee at the above hearing should complete and return the enclosed reply form as soon as possible. It is important that the reply form be fully completed and returned so that persons may be notified in the event of emergency postponement or cancellation.

Ten copies of any prepared testimony should be submitted at the hearing registration desk. The Committee would appreciate advance receipt of prepared statements.

In order to further publicize these hearings, please inform interested parties and organizations of the Committee's interest in considering testimony from all sources.
