Eligibility: State Governments and Counties. Grant recipients are aided by local social services districts. Indi-
vidual families must: (a) have household income less than 150 percent of the poverty level or (b) contain one
person receiving AFDC, SSI or Food Stamps. Households must have living arrangements which require direct
payment to an energy supplier for heat or require undesignated payments for heat in the form of rent.
Type of Program and Special Restrictions: Mandated, required by State law or regulations. Priority must
be given to households with the lowest income and the highest energy burden in relation to income taking into
account family size and to households with young children, elderly individuals and disabled individuals.
Payments must be used for payment of home heating costs, for weatherization or conservation in time of
weather related or supply shortage emergency (with limit of 15 percent of total funds). No more than 10
percent of Federal money may be used for State Planning and Administration.

particular county. Such annual apportionment shall not exceed the total of the current State appropriation plus
the most recent three year annual average State appropriation multiplied by the most recent three year annual
average percentage increase in county appropriation to its extension service associations.
