- Encouraging businesses to provide health insurance to employees through tax credits and other incentives
- Rewarding businesses that invest in their employees by providing on-the-job training and assist employees with higher education
- Extending the Basic STAR Program to small businesses to reduce their property taxes
- Combatting energy prices by assisting businesses upgrade systems to improve energy efficiency and provide a Small Business Energy Tax reduction

- Invest in SUNY institutions in Upstate New York
- Strengthen the skilled workforce by creating partnerships between local schools, higher education institutions and local businesses and manufacturing companies
- Encourage graduates to stay in New York by offering a College Graduate Personal Income Tax Credit
Strengthening Manufacturing
- Make Power for Jobs contracts long-term rather than extending the program each year
- Create a two-tiered energy tax credit based on number of employees and new jobs created
- Providing tax incentives to manufacturing firms that maintain certain employment levels within New York State
- Expand financial incentives to existing New York companies to encourage future growth in the state
Promoting Tourism
- Promote Upstate New York’s natural resources and outdoor activities through the creation of “I Love NY Outdoors” Marketing Plan
- Create a NYS Regional Marketing program to highlight local communities and businesses
- Creating a temporary state commission on tourism in New York to study and prepare a sound business plan to develop a state-of-the-art transportation system to link community assets
