Real Tax Relief
for Working New Yorkers

Assemblyman Kolb Brian Kolb and his Assembly minority conference colleagues have been fighting for real tax reform for working New Yorkers - those who are out working, starting and building small businesses, buying and maintaining homes, and encouraging growth in our manufacturing industry.

Taxes are the crutch of our economy but it’s time for New York to stand proud and on its own.

Here’s how Kolb and his colleagues are fighting to reduce taxes in New York.

For Manufacturers:
  • Provide a tax credit for each manufacturing job created

  • Create research and development zones

  • Implement a tax incentive program for renewable energy producers.

During the 2005 legislative session, the Assembly minority fought for, supported and eventually succeeded in passing legislation that provides every county in the state with an Empire Zone and institutes a single sales factor for manufacturers, reducing the amount of taxes businesses must pay.

For Small Businesses:

  • Reduce the corporate and bank franchise tax rates

  • Create a tax credit of $1,000 for each new job created

  • Create tax incentives to alleviate health-care insurance costs.

For Homeowners and Counties:

  • Eliminate Medicaid expenses for local property taxpayers forever

  • Provide Medicaid emergency relief for localities

  • Prohibit new unfunded mandates

  • Establish state mandate reimbursement procedures

  • Reform the Wicks Law

  • Create municipal liability reform.
