The “IKan Run” Community Event
Health, Wellness and Environmental Stewardship: The “IKAN Run”

Will Barclay welcomes students to the IKan “Wellness Field Day” and leads them in the pledge of allegiance.
On September 21, 2007, I attended the first IKan “Wellness Field Day,” an event organized through the collaboration of the Oswego City School District, Novelis, YMCA, Oswego Health, SUNY Oswego, the City of Oswego, Anheuser Busch and Tobacco Free NY. The focus of the event was to promote the importance of health, wellness and the environment to students. Over 2,500 children from Oswego’s elementary schools and 800 community volunteers participated in the Wellness Day, which included a ½-mile walk. After completing the walk, students participated in activities at Breitbeck Park and watched presentations made by Slim

Goodbody, Sea World, the YMCA, Habitat for Humanity and others. It was great to see the Oswego Community work together to promote wellness for children! Good work to everyone involved!

As your assemblyman, providing quality education to our children is one of my top priorities. Ensuring our children receive the best education possible and providing teachers with the tools to do so is important to me. Since first being elected, our state has made great efforts to enhance education and this year was an example of that. To help our schools, this year’s state budget included significant increases in school aid funding to help districts fund education without having to dig deeper into the pockets of property owners.
Allergy Protection in Schools

Many children have allergies to food and insect stings. That is why it is important we help our schools prepare for potential incidents.

To this end, I voted in favor of the “Allergy and Anaphylaxis Management Act of 2007.” This new policy will help provide schools with a procedure and treatment plan including the responsibilities of school nurses and other school personnel for reducing the risks of and responding to anaphylactic shock in children.



Legislative Actions
Eliminating the Risks of Lead Paint

I support legislation to assist in the elimination of childhood lead poisoning in the state by strengthening existing programs. This legislation, known as the “Childhood Lead Poisoning Primary Prevention and Safe Housing Act” (A.6399C), passed the Assembly this year. The legislation creates incentives to eliminate childhood lead poisoning in the state by providing financial assistance to landlords and homeowners for lead-based paint hazard remediation in pre-1978 housing. It also provides for the screening of persons at risk of lead poisoning and public awareness and education.

Combating Breast Cancer

Although public knowledge of and treatment measures for breast cancer have improved significantly, it still is the most common cancer in women in the United States. This year, the state Legislature established a new fund that provides grants to community-based organizations that provide counseling, education and outreach programs to persons diagnosed with breast cancer.

Another measure, Assembly Bill 850, authorizes funding for mapping the incidences of breast cancer from the Breast Cancer Research and Education Fund.

For more information on breast cancer programs, call the Adelphi NY Statewide Breast Cancer Hotline and Support Program toll-free at (800) 877-8077. Callers with limited income can also find out about low-cost and free mammograms.

The Assembly Summer Reading Challenge:

Every year, the New York State Assembly challenges students across the state to read 15 minutes a day for 40 days during the summer months with their parent or guardian. In my district, I sent out 2,000 challenges to schools and libraries.

Overall, we had a great response and it was exciting to see so many children continue their learning during the summer months. Pictured here with me is Kyle Brown, the first student to complete the challenge in my district. I am particularly impressed with Kyle because at the age of 6, not only did he finish the challenge quickly, but he still continues to read to challenge himself. This is exactly what the Summer Reading Challenge’s mission is – to create a life-long love of reading.
