"First and foremost, at this point because the internet is so ubiquitous with our lives and society and how we see the world, it is inherently become a public utility. The problem is when you try to create a system where you have the haves and have-nots. The folks who can pay for internet access and those who don't, we talk about a pretty old and really recognized phenomenon called the digital divide," said Assemblymember Victor Pichardo in support of legislation that he helped pass that would institute internet service neutrality.  (A8882-C)
