"You have to see how many children we are leaving behind because they don't speak English. Some of the problems that we have in the City of New York is that they are placing children that don't speak English in special education programs, and we have to work together to work to the roots of the problem," said Assemblymember Carmen Arroyo, discussing the need for increasing funding for bilingual education programs during the Joint Budget Hearing on Elementary and Secondary Education.
