William A. Barclay
Biography

Will Barclay was elected as Assemblyman for the 124th District on November 5, 2002. The District includes the Oswego County towns of Richland, Albion, Mexico, New Haven, Scriba, Fulton Granby and Volney the cities of Oswego and Fulton and the Onondaga County towns of Lysander, Camillus, Elbridge, Marcellus and Skaneateles. An attorney and a businessman, Mr. Barclay is a partner of the law firm of Hiscock and Barclay, specializing in business law. He also serves as a board member of Panthus Corporation and QMP Enterprises, Inc. A community volunteer, he also serves on the board of directors for the Friends of the Rosamond Gifford Zoo at Burnet Park, the Everson Museum of Art, and Northern Oswego County Health Services, and was, until being elected to the Assembly, a member of the SUNY Oswego College Council, a position he was appointed to by Governor Pataki. Mr. Barclay is a graduate of St. Lawrence University and Syracuse University College of Law. After graduating from law school, he served as a clerk for Roger Miner, a judge of the United States Court of Appeals, Second Circuit, in Albany and New York City. Mr. Barclay represents the eighth generation of his family living in Pulaski, Oswego County. He and his wife Margaret have two sons, Harry and George.
