TRANSPORTATION & HOW TO GET TO MANHATTAN

Shuttle buses between Manhattan and Brooklyn will operate until subway service is restored. The buses will run on these routes:

1. Between Atlantic Avenue-Barclays Center and 57th Street-Lexington Avenue via the Manhattan Bridge, north on 3rd Avenue and south on Lexington Avenue

2. Between Jay Street-MetroTech and 57th Street-Lexington Avenue via the Manhattan Bridge, north on 3rd Avenue and south on Lexington Avenue

Some subways are now running in Brooklyn to get you to the shuttle buses in downtown Brooklyn. You can see a map of the limited subway service routes at http://www.mta.info/sites/default/files/pdf/HurricaneRecoveryMapOct312012.pdf.

Water has been pumped out of some of the subway tunnels between Manhattan and Brooklyn. Once power is restored in lower Manhattan subway service between the two boroughs can resume.

All airports are back with partial service.

East River Ferry is running limited service in two legs.

HEALTH AND CLEANUP AFTER THE GOWANUS CANAL

New York City drinking water is safe to drink.

Anyone who had their homes flooded by the Gowanus Canal should take extra steps to protect your health.

To prevent infection you should:
  • Keep children, pets and people with compromised immune systems away until the area has been cleaned and disinfected.

  • Throw away any food (including packaged food) that was touched by sewage water.
  • Follow the steps listed below to protect against infection during cleanup.

How can I protect myself when cleaning up water containing sewage
  • Pre-rinse fabrics with cold water to help prevent staining.
  • Launder with detergent. This will disinfect most items.
  • Dry thoroughly. Dry clean items that cannot be laundered. This process will generally disinfect clothing.
  • Throw out soaked leather shoes, as it may be very difficult to disinfect them.
  • Speak to a professional trained in conservation methods about cleaning valuable papers and photographs.

How can sewage-contaminated rugs and carpeting be cleaned?
  • Clean small contaminated areas with detergents and disinfectants.
  • Dry thoroughly and quickly.
  • Hire a professional to clean larger areas.
  • Throw away soaked rug padding.

EMERGENCY FOOD AND WATER DISTRIBUTION

Free packaged meals and drinking water will be given away at a distribution center at Coffey Park – 85 Richards Street in Red Hook. Distribution Center will be open Friday November 2nd from 7:30AM – 12:30PM, Saturday & Sunday November 3rd and 4th from 9AM – 1PM. Bring your own bag to carry food and water. Free packaged meals and drinking water will be distributed everyday until electricity is restored. Supplies are limited.

SCHOOLS

All NYC Public Schools will remain closed for students Friday November 2nd but schools are expected to open Monday November 5th and most City University of New York (CUNY) College will resume Friday, 11/2.

PARKS

Parks remain closed until 8AM Saturday November 3rd.

GARBAGE & RECYCLING COLLECTION

The City is making scheduled garbage collections as storm conditions permit. Recycling collections are suspended until further notice. The Department of Sanitation is handling hurricane debris clean ups citywide.


RESOURCES FOR DISASTER ASSISTANCE

Federal Emergency Management Administration: Residents and business owners who sustained losses can NOW apply for assistance by registering online at http://www.disasterassistance.gov, by web enabled mobile device at m.fema.gov or by calling 1-800-621-FEMA (3362). The toll-free telephone numbers will operate from 7 a.m. to 10 p.m. seven days a week until further notice. When calling FEMA please have the address of the property impacted, insurance information, social security number and please keep photos of damage and receipts from disaster related expenses.

FEMA funds a number of assistance programs including rental payments for temporary housing for those whose homes are unlivable; grants for home repairs and replacement of essential household items; and unemployment payments up to 26 weeks for workers who temporarily lost jobs because of the disaster.

Report Damage: In order to qualify for disaster relief assistance, New York City must estimate the storm's total effect on city residents and employees. US Small Business Administration: After residents and businesses are registered with FEMA, they may apply for a disaster loan. SBA, not FEMA, provides low-interest loans to cover residential losses not fully compensated by insurance and loans up to $2 million for small businesses and most private, non-profit organizations of all sizes that have suffered property damage or loss of cash flow. Residents can apply online at http://www.sba.gov/content/applying-disaster-loan, or in person at any Disaster Recovery Center. CITY BUSINESS ASSISTANCE SERVICES
The Department of Small Business Services (SBS) and the New York City Economic Development Corporation (NYCEDC) announced a set of services available to help small businesses recover from Hurricane Sandy. SBS will serve as the primary point of contact for an emergency loan program, and will deploy the SBS Business Outreach Team and Emergency Response Unit’s Large Scale Response Team to help reach all impacted small businesses in need of assistance.
The full set of services includes:
  • For small- to mid-sized businesses that have experienced business interruption, $5 million is available through an emergency loan program. Loans will be capped at $10,000. Businesses should contact NYC Business Solutions staff to find out more about the application and intake process. NYC Business Solutions Centers will also coordinate with community-based-organizations in severely affected areas to help businesses with the application process.

  • For mid- to large-sized businesses that need to begin recovery, an emergency sales tax letter from New York City Industrial Development Authority (IDA) will be available allowing forgiveness of New York City and New York State sales taxes to businesses on materials purchased for recovery efforts. IDA will also waive all fees and, while following State law, look to streamline its normal procedure. This program is expected to offer economic benefits to reconstruction projects costing $500,000 or more.
