TITLE OF BILL:
An act to amend chapter 371 of the laws of 1998, amending the public
authorities law relating to the construction and financing of facilities
by the dormitory authority for the New York State Rehabilitation Associ-
ation, in relation to extending the effectiveness thereof
 
PURPOSE OR GENERAL IDEA OF BILL:
The purpose of this bill is to extend, until December 31, 2028, the
authorization for New York State Rehabilitation Association, and its
successor organization, now known as the New York Alliance for Inclusion
and Innovation, to receive construction management and financial
services from the Dormitory of the State of New York (DASNY).
 
SUMMARY OF PROVISIONS:
Section 1 of this bill would extend, until December 31, 2028, the
authorization for New York State Rehabilitation Association, and its
successor organization, now known as the New York Alliance for Inclusion
and Innovation, to receive construction management and financial
services from the Dormitory of the State of New York.
Section 2 of this bill provides that the effective date shall take
effect immediately.
 
JUSTIFICATION:
The New York Alliance for Inclusion and Innovation, formerly known as
the New York State Rehabilitation Association, is a private, non-profit
statewide organization providing leadership and advocacy on multiple
matters of public policy on behalf of disabilities providers and the
individuals they serve. Additionally, the Alliance informs, educates,
and supports association members in their effort to offer a diverse
spectrum of services and helps integrate people with differing abilities
into the community.
In 2018, the New York State Rehabilitation Association received approval
to merge with another statewide disability association to become the New
York Alliance for Inclusion and Innovation. Expiration of the bonding
authority would harm significant bond initiatives, resulting in lost
savings to the State and lost funding to reinvest in critical support
and services to individuals with disabilities. Extension of the authori-
ty's ability to utilize construction and management services through
DASNY will continue benefits to taxpayers and the individuals the alli-
ance serves through continued cost savings.

AN ACT to amend chapter 371 of the laws of 1998, amending the public

Association, in relation to extending the effectiveness thereof
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 5 of chapter 371 of the laws of 1998, amending the
2 public authorities law relating to the construction and financing of
3 facilities by the dormitory authority for the New York State Rehabili-
4 tation Association, as amended by chapter 169 of the laws of 2018, is
5 amended to read as follows:
6 § 5. This act shall take effect immediately and shall expire and be
7 deemed repealed on December 31, [2023] 2028.
8 § 2. This act shall take effect immediately.
