Enacts the Omnibus Auto Theft Victim Protection Act to promote citizen
involvement in deterring motor vehicle theft and apprehending those responsible
by establishing a toll-free hotline to provide police with information needed
to combat auto theft and to establish PACT, a non-profit citizen's watchdog
group to promote and monitor the same.
