Enacts into law major components of legislation necessary to implement the education, labor and family assistance budget for the 2007-2008 state fiscal plan; relates to regents standards and academic performance; designates a member of the board of regents to serve on the New York state cultural education trust; relates to funds provided to the city school district for the city of New York for teacher resource and computer training centers for the 2006-2007 school year; authorizes the commissioner of education to expend money for formula grants to public library systems in the 2007-2008 state fiscal year, teacher resource and computer training centers, special education classification reviews, the textbook factor and the library materials factor for the 2007-2008 school year, the amount annually appropriated for general support for public schools commencing with the 2011-2012 school year, the determination of selected actual evaluation, the computation of pupil counts and related factors, apportionment of public moneys to certain school districts, transitional aid for charter school payments, the universal pre-kindergarten program, charter schools, full-day kindergarten transition planning grants, supplemental educational improvement grants and the excelsior scholars program for certain students; extends certain provisions relating to establishing a program of capital financing for public broadcasting stations; relates to the state lottery fund; relates to the purchase of medical and health services by the city school district of the city of Rochester; establishes a temporary task force on preschool special education; relates to magnet school set asides; repeals certain provisions of the education law relating to annual apportionments to school districts; establishes a "Middle Class STAR" rebate program; relates to credits against tax; relates to reimbursement payments to the city of New York; relates to repealing certain provisions relating to a local real property tax rebate and a state income tax credit; relates to charter schools; relates to eligibility requirements and conditions governing awards and loans; relates to financial aid for students in higher education; relates to the Senator Patricia K. McGee nursing faculty scholarship program and the New York state nursing faculty loan forgiveness incentive program; relates to state aid for high needs nursing programs for certain independent institutions of higher learning; repeals part T of chapter 58 of the laws of 2006, relating to establishing the empire innovation program for the state university of New York; repeals part U of chapter 58 of the laws of 2006, relating to establishing the empire innovation program for the city university of New York; discontinues services and operations at the Brooklyn and Mt. Vernon community residential homes; establishes the youth facility per diem account; relates to the reimbursement owed to the state by the social services districts for expenditures made by the office of children and family services for the care, maintenance and supervision of youth in office facilities and programs; relates to preventive services funding; makes part C of chapter 83 of the laws of 2002 amending the executive law and other laws relating to funding for children and family services, in relation to making the provisions of such part permanent; establishes an executive board within the state commission for the blind and visually handicapped; relates to improving performance and providing flexibility in the allocation of temporary assistance for needy families; authorizes the office of children and family services to expand its demonstration project pertaining to the use of portable information technology by child protective services caseworkers; and providing for the repeal of such provisions upon expiration thereof; requires that award allocations be made available on the website; provides for a demonstration project to test best practices in certain child advocacy centers; relates to a child care enrollment facilitation demonstration project; establishes the office of ombudsman; establishes the New York state health care quality and cost containment commission; relates to the mandatory surcharge required in certain cities for parking, stopping and standing violations; relates to certain agreements between the dormitory authority and Cornell University; requires the urban development corporation to submit comprehensive financial plans to the director of the budget for approval; provides funding for certain community projects; establishes the dairy assistance program; relates to a program.
