Dr. Dennis C. Smith
Dennis Smith, NYS Assembly Professor in Residence since 2006, Ph.D. political scientist,
Indiana University, has taught courses in public policy analysis at the Robert F. Wagner Graduate
School of Public Service since 1973. He has written the management reform called CompStat with
Los Angeles Police Chief William Bratton. His article Making Management Count appeared in the
Journal of Public Policy and Analysis and Management. He has been a consultant to numerous
New York City agencies including NYPD, DEP and HRA, and to non-profit organizations, as well
as to the US Senate Democratic Policy Committee. He is currently working on a book, Partners
in Performance: Effectiveness and Integrity in the Public Sector, with Frank Anechiarico, Professor
of Political Science at Hamilton College. From 1998-2003 he led the Wagner School International
Initiative, in which capacity he directed the School's State Department funded University Partnership
in policy analysis capacity building with Eduardo Mondlane University in Maputo, Mozambique, and
a legislative leadership program in partnership with the Ukrainian Academy of Public Administration.
He has presented his work on performance management in policing, in person and by televideo
conference, to Hong Kong, Morocco, Mozambique, the Republic of South Korea, as well as around
the United States.
