NOTICE OF PUBLIC HEARING
Oral Testimony by Invitation Only
The New York State Legislature enacted the Direct Interstate Wine Shipment provisions of the Alcohol Beverage Control Law in 2005. The provisions were prescribed to provide a framework to the New York State Liquor Authority and those working in the wine industry both outside and within the State for the direct shipment of wine to consumers. More specifically, the law requires that out-of-state wine manufacturers shipping into New York State be licensed through the State Liquor Authority and ensures that certain practices are in place during shipment. New York State wine manufacturers must conduct shipments under equivalent requirements. For the State and localities, interstate and intrastate wine shipments impacts receipts from licensing fees and State and local sales taxes. The Committees seek testimony regarding the State Liquor Authority's implementation of these provisions, their impact on the New York State wine industry, and compliance by out-of-state licensees with such requirements.
Ten copies of any prepared testimony should be submitted at the hearing registration desk. The Committees would appreciate advance receipt of prepared statements.
