Senate Democratic Conference Leader John Sampson and Assembly Speaker Sheldon Silver requested today that Gov. David A. Paterson separate policy initiatives and appropriations in his Executive Budget.
During the past three budget cycles, the Executive Budget divided policy from appropriations, allowing for more responsible and on time budgets. Combining the two restricts the ability of legislators to have an open dialogue on education, higher education, health care and public assistance, which together impact $54.65 billion of the budget.
Legislative leaders called on the Governor to resubmit those specific sections of the 2010-11 state budget in a letter sent today, which can be found here.
