Kolb told the group, "If Albany wants it, then Albany should pay for it," voicing opposition to the unfunded state mandates that are too often passed onto local municipalities. Kolb has in the past, and continues to, call for a fiscal impact note on all legislation so lawmakers have a clear understanding regarding the costs associated while debating the merits of particular bills.
