The Assembly
Minority Conference

Since 1993, the Assembly Minority Conference has led the fight for Civil Confinement of sexually violent predators following their release from prison.



What is Civil Confinement?

Civil Confinement would ensure that certain high-risk sex offenders are held in secure facilities following their release from prison if, after extensive psychiatric evaluation and a court finding, a jury unanimously determines beyond a reasonable doubt that they pose an imminent threat to society. The State Senate has passed Civil Confinement legislation 9 times. The U.S. Supreme Court has repeatedly ruled that Civil Confinement is constitutional.


USA

New York state is one of 34 states that does NOT have Civil Confinement on the books.

What states
have Civil Confinement?

The following states – plus the District of Columbia – have Civil Confinement: Arizona, California, Florida, Illinois, Iowa, Kansas, Massachusetts, Minnesota, Missouri, New Jersey, North Dakota, South Carolina, Texas, Virginia, Washington & Wisconsin.
